SACRAMENTO?Two-term Sacramento County Sheriff Lou Blanas will retire at the end of his term in December, 2006. Blanas, 59, began his career with the department in 1987 but has been a police officer since 1968. He told The Sacramento Bee he wanted to announce his decision early enough to give his friend and top deputy, Undersheriff John McGinness, plenty of time to campaign to win the job. Blanas
